Project Controls Manager

Job Summary

The Project Controls Manager is a strategic partner to senior leadership, responsible for delivering actionable insights and maintaining visibility into the organization’s overall project portfolio. This role is not solely focused on scheduling; instead, it serves as the keeper of the executive project forecast, collecting key data from project teams and analyzing performance, trends, and risks to drive informed decision-making. By providing leadership with comprehensive, data-driven reporting, the Project Controls Manager ensures that projects are executed on time, within budget, and aligned with organizational priorities.

Role / Responsibilities

  • Lead data analytics initiatives related to scheduling and cost control.
  • Develop dashboards, KPIs, and reports to support leadership in real-time decision making.
  • Identify trends and provide recommendations for risk mitigation and process improvement.
  • Lead cross-functional project controls efforts across Development and Construction division.
  • Serve as a strategic partner to Project Managers and the Vice President.
  • Develop, update, and maintain project schedules using Primavera P6 and Microsoft Project; assist in baseline development and review contractor schedules for alignment with project goals.
  • Work with project managers, engineers, and field teams to define sequencing, milestones, and critical paths.
  • Conduct schedule reviews and forecasting to anticipate project issues and delays.
  • Monitor progress and identify schedule risks and mitigation strategies.
  • Develop and maintain cost control systems, including budgets, forecasts, commitments, expenditures, and variances.
  • Track and analyze project cost to ensure alignment with financial goals.
  • Work with Accounting to validate invoicing.
  • Mentor and guide project team members in controls best practices.
  • Represent Garcia with high integrity, a team-oriented perspective, and emphasis on successful relationship building, consistent with core values.
  • Perform all other duties as assigned.

Experience / Skills Required

  • Minimum of 5+ years of progressive experience in project controls, with a focus on scheduling and cost.
  • Experience working in civil infrastructure, renewable energy, and/or land development projects.
  • Strong proficiency in scheduling software; Primavera P6 and Microsoft Project.
  • Excellent analytical, oral/written communication and collaboration skills; able to work across teams and levels of the organization.
  • Proven ability to manage complex tasks with precision and strong organizational focus.
  • Strong leadership and interpersonal skills with the ability to drive decisions at the executive level.
  • Sound judgment, problem-solving skills, and decision-making abilities.
  • Demonstrates strong self-management and accountability while meeting time-sensitive deadlines.
  • Demonstrate the highest degree of integrity and confidentiality.
  • Excellent recordkeeping abilities.
  • Ability to travel to field locations as necessary.
  • Valid driver’s license and willingness to travel to job sites as needed.

 

Experience / Skills Desired

  • Bachelor’s degree in Construction Management, Civil Engineering, or related field (preferred).
  • Experience with Microsoft Office Suite.
  • Bi-lingual (English/Spanish).

Physical Demands / Work Environment

  • Lift at least 10 lbs. regularly or as otherwise established due to physical limitations.
  • Prolonged periods sitting at a desk and working on a computer. 
  • While on project sites, must endure continuous standing, walking, bending, kneeling, stooping, crouching, crawling, and climbing on a regular basis.
  • Ability to work outside of normal business hours and weekends in response to short-term company needs and/or emergencies.
