Andrea serves as Chairman of the Board of Trustees of The Garcia Companies, providing leadership in governance, fiduciary oversight, and long-term stewardship. She is a certified public accountant with more than 40 years of experience in accounting, finance, administration and diverse business operations.
Joshua Kellam
Josh is Chief Executive Officer of The Garcia Companies and its affiliate businesses, leading enterprise strategy, performance, and long-term sustainability. He brings a diverse background across management, construction, operations, strategic planning, renewable energy, and governmental affairs. His visionary leadership and vast knowledge of multiple disciplines enable him to lead complex initiatives in renewable energy, agricultural operations, environmental stewardship, and real estate development.
Adam Carroll
Adam is Chief Operating Officer, where he translates strategy into day-to-day execution and aligns leaders, priorities, and resources across the organization. With a background in complex commercial matters and legal practice, he supports strategic growth initiatives, establishes operating discipline and accountability. He also serves as Interim Senior Vice President of Division Operations, leading all land‑related operating companies and assets across the enterprise. In this role, he oversees development, agricultural operations, mining activities, and long‑term land holdings, ensuring disciplined execution, regulatory compliance, and sustainable value creation.
Sam Meekins
Sam serves as Senior Advisor to the Chairman, supporting trustee oversight through strategic advice, risk awareness, and stakeholder alignment. Sam is a decorated Vietnam War veteran and a highly recognized attorney, having earned distinctions including Legal Elite, Super Lawyer, Best Lawyers in Hampton Roads, and AV Preeminent.
Kelly Benigno
Kelly serves as Chief Financial Officer, providing enterprise-wide financial leadership to ensure the accuracy and integrity of financial data and the long-term growth and stability of all Garcia-related businesses. As a certified public accountant, she oversees all aspects of accounting, tax, and finance and serves as a strategic advisor to the CEO and the Board of Trustees.
Valerie Wilkinson
Valerie serves as Chief Development Officer, leading business development and executing large, complex, cross departmental‑ initiatives. A certified public accountant with more than 35 years of experience across accounting, finance, administration, and diverse business operations, she develops, evaluates, and prioritizes growth opportunities to ensure alignment with the company’s mission and goals.
Brittany Jeffries
Brittany serves as Chief Administrative Officer, overseeing Human Resources, Information Technology, and Communications. She aligns people, systems, and policies with enterprise strategy and growth while leading workforce planning, compliance, and administrative risk management.
Tracy White
Tracy White serves as General Counsel of The Garcia Companies and its affiliate businesses, setting legal strategy and enterprise risk framework while overseeing contracts, compliance, and legal risk management. An attorney specializing in construction transactions, she supports company operations and transactions through efficient legal processes and ensures strong corporate governance and entity integrity.
Jason Dugan
Jason serves as Vice President of Agricultural Operations, overseeing company‑owned and licensed agricultural operations across more than 75,000 acres in South Florida. He manages tenant farmers, leases, compliance, insurance, and risk management while maintaining key relationships with landowners, tenants, and regulators. Jason also coordinates the smooth transition of agricultural land into renewable energy developments.
Attila Szucs
Attila serves as Vice President of Materials for Garcia Mining Company, LLC, leading all sand‑mining operations from extraction through delivery. With more than 20 years of mining experience, he provides strategic vision while ensuring safety, environmental compliance, product quality, and operational efficiency. Attila leads the team supplying high quality sand for beach nourishment projects as well as a wide range of specialty material products.
Eric Sutton
Eric serves as Vice President of Land Management and Professional Services, overseeing land use planning, environmental due diligence, permitting, and regulatory risk management. He supports acquisitions and development projects with compliant, sustainable land strategies while serving as a key liaison with external stakeholders. With extensive experience in environmental sustainability and conservation, Eric previously served as Executive Director of the Florida Fish and Wildlife Conservation Commission.
Kristopher Nickerson
Kris Nickerson has over 20 years of experience in construction management, with a distinguished track record of leading complex, large-scale projects and developing high-performing project teams. His passion for planning and scheduling, coupled with Lean construction practices, has established him as an industry leader. Kris oversees Garcia's construction and development division, including civil site work for solar plants and water management projects. He holds a CM-Lean certification from the Associated General Contractors of America (AGC). Originally from New York and raised in Florida, Kris began his career in Arizona before returning to Florida in 2013.
Leigh Anne Ryals
With over 30 years of real estate experience, Leigh Anne Ryals serves as Vice President of Commercial Real Estate, overseeing the long-term performance of the company’s commercial real estate portfolio across Virginia and Florida, totaling more than 350,000 square feet. She manages tenant relationships, leases, occupancy, and rent collections while directing property operations, maintenance, capital improvements, and insurance to ensure strong financial performance and asset value.
Christopher Gifford
Chris Gifford serves as Vice President of Technology, leading enterprise technology strategy in support of business growth and operations. Navy veteran with more than 20 years of leadership experience, he oversees IT systems, infrastructure, cybersecurity, and data governance to ensure reliable, secure, and scalable technology across offices and project sites. Chris drives process automation and digital improvements to increase efficiency, while managing IT budgets, vendors, and major technology investments to support long‑term organizational performance.
