Job Summary
The Project Manager oversees all aspects of horizontal construction projects from pre-construction through final delivery. This includes project planning, budgeting, scheduling, trade partner coordination, and on-site supervision. Projects typically involve roadways, site development, underground utilities, and civil infrastructure.
The Project Manager ensures work is completed safely, on time, within budget, and to company standards.
Role / Responsibilities
- Promotes a culture of safety and enforces safety protocols on all job sites.
- Plans and manages civil/site development projects from start to finish.
- Leads project kickoff meetings, schedules, and coordination of field operations.
- Prepares and maintains project budgets, cost tracking, and financial forecasts.
- Develops and maintains construction schedules using tools such as MS Project or Primavera.
- Coordinates with engineers, subcontractors, suppliers, and internal teams.
- Oversee subcontractor performance and ensure adherence to specifications and timelines.
- Performs regular site visits to monitor work progress and ensure safety compliance.
- Resolves conflicts or issues that arise during the project lifecycle.
- Ensures quality control and document all inspections and approvals.
- Maintains communication with clients and stakeholders throughout the project.
- Generates reports on project status, changes, risks, and progress.

- Perform all other duties as assigned.
Experience / Skills Required
- 5+ years of experience managing heavy civil or horizontal construction projects.
- Proven knowledge of grading, utilities, paving, and related site development.
- Proficiency in project management software and construction technology.
- Strong understanding of construction contracts, submittals, RFIs, and change orders.
- Strong knowledge of industry standards, government safety and occupational health and safety requirements.
- Sound judgment, problem-solving skills, and decision-making abilities.
- Desire to self-manage and assume ownership over job responsibilities.
- Strong leadership, organizational, time management and planning skills.
- Ability to communicate, professionally, in both oral and written format.
- Excellent recordkeeping abilities.
- Demonstrate the highest degree of integrity and confidentiality.
- Valid driver’s license and willingness to travel to job sites as needed.
Experience / Skills Desired
- Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred.
- Microsoft Office Suite.
- Bi-lingual (English/Spanish).
Physical Demands / Work Environment
- Lift at least 50 lbs. regularly or as otherwise established due to physical limitations.
- Endure continuous standing, walking, bending, kneeling, stooping, crouching, crawling, and climbing on a regular basis.
- Ability to work outside of normal business hours and weekends in response to short-term company needs and/or emergencies.
- Ability to travel throughout job sites as required (including out of state jobs).
- Ability to access heights above ground level via ladders, construction equipment, etc.
- Ability to wear and maintain appropriate personal protective equipment such as, but not limited to, safety shoes, hard hats, safety glasses, gloves, hearing protection, fall protection harness or other personal protective equipment in designated areas of risk.
- Ability to work outside in varying weather and temperature conditions.
